This event became the first ever meeting of the recently elected Presidium of KazService Association with the management of oil & gas companies. During the breakfast KazService presented its activity, informed about the events held in 2013 and shared the scope of work for 2014 and the description of the committees.

As for the establishment of the joint ventures KazService suggested its assistance in finding the local partners for the strategic partners of TCO.

The TCO representatives shared the information on the local content within Future Growth Project, on the policy of the attraction of the local companies and on the list of works to be executed at the first stages. From the other hand TCO advised not to concentrate on FGP only but on the current capital expenses for which the good budget is envisaged. Also, TCO promised to support the development of the local companies. But this support has not to be a tout prix but to be reasonable and justified. This argument was agreed by all the participants.

On November 1, 2013 the meeting of the Managing Committee on the Program for local content development of 2010-2014 years chaired by the Deputy minister N.Sauranbayev was held at the Ministry of Industry and New Technologies of the Republic of Kazakhstan. The issues related to the 3rd phase of Karachaganak oil field development were discussed at the meeting. In particular, the top management of KPO presented the main directions of the Future Growth Project and issues of the increase in the local content were discussed. On 3 October 2013, the Royal Tulip Hotel hosted the annual General Meeting of the Members of the Association of Service Companies of Kazakhstan.

At the General Meeting the representatives of the Association informed the Members about its activity results for 2013, implemented events, about the work of regional representatives and the committees, as well as about the work of KazService Magazine. The General Meeting also included discussions of the issues related to the Association activity in 2014, KazService Magazine media plan for 2014, as well as the action plan.
On 3 October 2013 in Almaty at the Royal Tulip Hotel the Association of Service Companies of Kazakhstan organized and held a round table discussion on the development of the domestic oilfield services sphere.

On 3 October 2013, during the week of the International Oil & Gas Exhibition KIOGE 2013 in Almaty at the Royal Tulip Hotel the Association of Service Companies of Kazakhstan organized and held a round table discussion on the development of the domestic oilfield services sphere. 

The round table was attended by the Vice-Minister of Industry and New Technologies of the Republic of Kazakhstan Mr. Sauranbaev N.E.,the Advisor to the Prime Minister of the Republic of Kazakhstan Mr. Kamaliev B.S., the Deputy Councilor of Atyrau region Mr. Nakpaev S.Zh., the Deputy Chairman of the National Chamber of Entrepreneurs Ms. Duzbaeva M.A., the Member of the Presidium of the National Chamber of Entrepreneurs Mr. Abulgazin D.R., the Director of Contract Agency Branch of IACOG JSC Mr. Nurbekov Zh.I., the Director of the Department of service projects of NC KazMunaiGas JSC Mr. Ibraimov T.R., the Director of the Department of Local Content Development of the MINT Mr. Kameli S., and the Executive Director of the Engineering Union of Kazakhstan Mr. Altaev T.

The roundtable was attended by nearly 100 foreign and domestic companies, including companies that are members of the Association of Service Companies of Kazakhstan.

The Moderator of the round table was the Chairman of the Presidium of the Association of Service Companies of Kazakhstan Mr. Kakishev Zh.Sh.

The Vice-Minister of Industry and New Technologies of the Republic of Kazakhstan Mr. Sauranbaev N.E. shared his opinion about the future development of the industry and the contribution of the oilfield services to the second Five-Year Plan of the National Program for Boosted Industrial-Innovation Development of the Republic of Kazakhstan.

The General Director  of the Association of Service Companies of Kazakhstan, Mr. Augambay D.K. spoke about the prospects of oilfield service industry development and about the current problems and challenges existing in this industrial sector.

The Director of Contract Agency Branch of IACOG JSC Mr. Nurbekov Zh.I., informed the round table participants on the ongoing work to improve the local content.

The Director of the Department of Service Projects of NC KazMunaiGas JSC Mr. Ibraimov T.R. spoke about the work of the National Company for the Development of Domestic Oilfield Services.

The Executive Director of the Engineering Union of Kazakhstan Mr. Altaev T. spoke about the needs of  machine builders in the oilfield services industry and about the plans to join forces of the Association Service Companies and Engineering Union of Kazakhstan for the further development of the domestic industry.

The Member of the Presidium of the National Chamber of Entrepreneurs Mr. Abulgazin D.R. spoke about the role of SPE in the local content issues.

After these speeches the heads of local companies propounded their offers and questions, related to the further development of domestic oilfield services within the Customs Union and after Kazakhstan accession to the WTO.
 
Between 1 and 4 October 2013, took place the 21st Kazakhstan International Oil & Gas Exhibition KIOGE-2013 in Almaty.

The exhibition and conference, which were held in those days, were attended by companies and delegates from more than 30 countries. The Association of Service Companies of Kazakhstan provided the official support for this event and also took an active participation in the conference, making speeches in the sections, devoted to the issues of oilfield services business and to other issues of local content.
On 3 October 2013, the Presidium consisting of 12 companies was formed according to the results of the General Meeting of Members of the Association of Service Companies of Kazakhstan.

1) The round table devoted to the development of oil services sector in Kazakhstan with the participation of Mr. Aset Isekeshev the Deputy Prime Minister – Minister of industry and new technology of the Republic of Kazakhstan (TBC) – to be held at 16.00.

The problematic issues of oil services industry and local content, and also the potential entrance of the oil services industry to priority industry sectors will be discussed at this meeting. More than 100 managers of the large and medium services companies of Kazakhstan, working in the oil and gas industry (including non-members of the Association), and also the management of the Ministry of the oil and gas of the Republic of Kazakhstan, of Kazmunaygas JSC and etc will take part in these discussions.

The Union of Service Companies, together with TCO run the seminar for the construction service companies.

This seminar was devoted to the issue of potential construction works for the Future Growth Project by TCO. TCO was represented by the vice manager of the FGP, head of the FGP Contractual Department, the FGP construction managers and designers.

The Union of Service Companies was represented by the following companies: SITEK Caspian, Kazturboremont, Centrasia Contractors, Mekhstroyservice, Arystan Group, Logic Services, Avencom, Kaefer and Akpan.

These companies were included in the list of potential participants and obtained the useful information on the entry procedure.   

Within the period from August 12 to 16, the management of the Union of Service Companies of Kazakhstan arranged the series of meetings with the representatives of the Atyrau Region Akimat, TCO, Union members.

The meeting on the issues of the Memorandum of Understanding between the Republic of Kazakhstan and TCO on the TCO’s Future Growth Project (FGP), was held under chairmanship of Mr.A.Issekeshev, Vice Prime Minister of Kazakhstan, Minister of Industry and New Technologies of the RoK. The issues discussed also concerned the composition for the expert group on Kazakhstani content development for the TCO’s project implementation (FGP/WPS). The participants of the meeting included the heads of enterprises, management of the Ministry of Oil&Gas of the RoK, Ministry of Industry and New Technologies of the RoK, Ministry of Labor and Social Protection of the RoK, JSC National Agency on Local Content Development NADLoK, JSC NC KazMunaiGaz, TCO, KazEnegry Association, Union of the Machine Builders of Kazakhstan and the Union of Service Companies.

The official support for the exhibition and conference Oil&Gas -KIOGE 2013 will be provided by the KazService, Union of Service Companies of Kazakhstan, which takes an active part in this event.

The forth issue of the journal “KazService” was published, which is dedicated to Kyzylorda oblast and problems of Kazakhstani engineering .

In this issue you will find an interview of the vice-minister of industry and new technologies Mr. Sauranbayev N.Ye., General director of Samruk-Kazyna Invest Mr. Iskakov D.Zh., Manager of the right adviser of the Eurasian subdivision of the corporation Chevron Mr. Yelyubayev Zh.S.

On the 31st of July 2013 there was a meeting on issues of the Future Growth Project of Tengizchevroil LLP (FGP TCO) under the chairmanship of the minister of industry and new technologies Mr. Issekeshev A.O.

The minister of oil and gas Mr. Karabalin U.S., deputy general director of Tengizchevroil LLP Mr. Dzhakiyev A., heads of a number of big domestic enterprises, represented by WKEC (West Kazakhstan Engineering Company ), PHEW (Petropavlovsk Heavy Engineering Works), Yersay, Belkamit, Kazakhstan Engineering Union and the Association of service companies of Kazakhstan took part in it.       

Within the framework of the meeting the issues of a maximum involvement of domestic enterprises into FGP and reflection of this fact in the memorandum, which will be signed by the Government of the RK and TCO, were under discussion.

The Association of service companies of Kazakhstan also voiced its attitude regarding this issue, having reflected all aspects and suggestions, which have been quite long worked at and discussed with TCO.  

Taking into consideration the importance of this measure in the light of a necessity to increase really the Kazakhstani content in this large-scale project, it is offered to discuss the text of the memorandum more in detail and put forward own proposals. 

The next meeting on this issue will be held on the 8th of August 2013, at which suggestions from domestic companies will be voiced.

On the 25th of July 2013 there was a meeting of operators, represented by KPO, TCO, NSOS, oil companies, service companies, as well as associations, represented by the management of Atameken Union, Kazakhstan Engineering Union and Association of service companies of Kazakhstan.   

This meeting was moderated by Lord Waverly, Adviser of the Chairman of the board of KazMunayGas JSC NC / Coordinator of Aktau declaration. 

Within the framework of this meeting the mechanism of interaction of domestic companies with operators, on the whole, and with TCO in particular, was discussed.   For example, the Association of service companies of Kazakhstan shared a successful outcome of negotiations, by the results of which domestic companies, including members of the Association, were included into the register of EPC-contractors.  

The key result of this meeting was the initiative to establish a consortium, which would include the Association of service companies of Kazakhstan, Kazakhstan Engineering Union and Atameken Union, which will jointly with Lord Waverly interact with operators and the sector on the issues of a maximum involvement of domestic companies into projects of operators.

Association of service companies of Kazakhstan took part at the IV Kazakhstan-British forum of suppliers, which took place in Atyrau.

Participants of the event were informed of projects in Kazakhstan, and the necessity of a local partner’s presence for a successful implementation of projects. Issues of licensing, personnel training and events, held by the Association, were raised as well. 

On June 28, 2013 the open day of Maersk company, which develops Dunga field, took place in Aktau. Heads of Maersk company informed of the expansion project of Dunga field, the budget of which amounts to more than 1 bln. USD.

On June 28, 2013 the open day of Maersk company, which develops Dunga field, took place in Aktau. Heads of Maersk company informed of the expansion project of Dunga field, the budget of which amounts to more than 1 bln. USD. The management of the Association spoke with suggestions of Maersk company about increase of transparency of tender procedures, establishment of a department for local content development, simplification of tender procedures, and other issues of concern of service suppliers and producers were raised. In July - August 2013 the same events are planned to be held in companies of Lukoil and CNPC group.

This event was held under the chairmanship of the President of KAZENERGY Social fund, the Chairman of the Coordination council Mr. Karabalin U.S. Participants were informed of the work done of the Coordination council for the period from November 9, 2012, of the expert group’s activity on encouraging and monitoring of new technologies and innovations in large oil and gas projects, approaches to unification of pre-qualification requirements and creation of a uniform structured base of Kazakhstan producers, proposals for further development of the Kazakhstan content were presented and discussed.

Association of service companies of Kazakhstan held a meeting with heads on development of the local content of the Future Growth Project (FGP) of Tengizchevroil company (TCO) and its general contractor KPJV, which were informed of the Association’s activity and opportunities of Associate’s members. Such issues as attraction of Kazakhstan companies to the FGP project, the necessity of estbalishing joint ventures by foreign contractors, who plan to enter the market of Kazakhstan, were raised.
