Engineering Roundtable Discussion

On August 22, 2017, a roundtable discussion regarding engineering was held at the interactive venue of the Association of the Service Companies of Kazakhstan. The meeting was held in the form of a discussion: issues of loyal financing conditions, corporate tax, granting of low interest credits to local companies, and consideration of preferences for Kazakh participants were discussed. The debate was focused on the Subsurface and Subsurface Use Code developed by the Ministry of Investments and Development of the Republic of Kazakhstan and the main executive authorities of the state coordinating the oil and gas management issues. According to the delegators, in September 2017 the Mazhilis is planning to review the draft legislative act for its further approval and signing. As known, at the moment the Ministry of Energy sets a condition for new major oil projects to have a 50% Kazakh participation in design and performance of work and services in the territory of Kazakhstan. The Subsurface and Subsurface Use Code settled all pending issues and requirements to support the Kazakh companies. According to this, the obligations to ensure training for the Kazakh citizens and provide support to the local subcontractors have remained.

Until now, all the segments of oilfield services, from drilling to logistics, have been considered as a single object of the market regulation. However, the roundtable discussion resulted in establishment of the Engineering Committee to resolve all possible problems in the engineering fields engaging all competent persons and stakeholders. One of the main speakers of the meeting, Nurlan Nursultan, General director of Caspy Engineering LLP, became the lead of the Committee. Daniyar Berdimbetov, Deputy Director of the Subsurface Use Department of the Ministry of Energy, Yerlan Keneskhanov, Deputy Director of the Information and Analytical Center of Oil and Gas, and others also took part in the roundtable discussion.

In prospect, the Union plans to continue work for creating industry committees to effectively regulate all relevant topics and issues in the area of domestic oilfield services.
