There was a meeting on supporting SMBs (Small-Middle Business) working in the oil and gas sector in Aktau, with the participation of Karim Massimov, Prime Minister of the Republic of Kazakhstan. The meeting was also attended by the first heads of the Ministry of Energy, Ministry of National Economy, Ministry of Investment and Development of Kazakhstan, JSC NC "KazMunayGas", Akimat (executive authority) of Mangistau region, the National Chamber of Entrepreneurs of Kazakhstan and domestic enterprises. Almas Kudaibergen, Chairman of the Association of service companies of Kazakhstan informed about the format of the meeting and opened the list of issues to be addressed at the government level.

The Association of service companies of Kazakhstan asked about the participation of domestic companies in large contracts.

EPC contract usually gets to large foreign companies with greater resources, new technologies and experience in conducting complex projects. General contractor purchases on their own, attracting as a supplier of traditional foreign manufacturers and service companies. It’s almost impossible for domestic companies to break into the subcontract. To resolve this issue the Association proposed to oblige major operators to attract domestic companies in their projects.

Sayan Kenshimbaev, Director of LLP «Center Asia Trade», member of the Association of the service companies of Kazakhstan, mentioned the issue of payment of tax and customs duties on imports of equipment and raw materials.

V.Veliky, representative of LLP "SENTEK" member of the Association, stressed the need to systemize and identify a single operator of state programs for the support and development of domestic business.

Erbol Moldabekov, General Director of LLP «KAEFER» asked about the experience of the founders of the account to obtain a license of the first category of joint ventures.

N.Kezbaev, director of "Kezbi" member of the Association, asked to limit the competition of subsidiaries of JSC NC "KazMunayGas" with private sector companies. President of Kazakhstan was implemented the principle of «Yellow Pages Rules», according to which public companies are prohibited from creating subsidiaries in industries where private business is already working successfully.

The problems in the field of customs administration was raised by B.Batyrgaliev representative LLP «Oil Services Company». There are differences between business entities and customs authorities on the accrual of customs duties and taxes on the results of the post-customs control.

Following the meeting it was suggested to intensify work on the road map for the development of the domestic oilfield services and a number of meetings with the participation of all stakeholders; explore issues related to the preparation of national champions in the field of oilfield services and government support; study the issue of the involvement of SMBs in the projects carried out by the EPC contractors, in particular, to prepare a program on subcontracting areas to work with the major mining companies and general contractors; consulted before the creation of new enterprises in the structure of KMG in oilfield services to the creation of new businesses; to study the issue and determine the ordering of a single operator on government support programs; explore issues related to free education of the broad masses of workers of oil and gas industry at the expense of the English language 1% allocated to mining companies for training; to work out the issue of outsourcing operators of certification programs; to hold a meeting on the development of the domestic oilfield services in November 2015.
