The Minister of Energy Mr. K. Bozumbayev, as well as members of the public council, including a member of the Presidium of the Association of Oil Service Companies of Kazakhstan Mr. A. Kudaybergen, were present at this meeting.
The agenda included 5 items:
Discussion of the message of the President of the RoK Mr. N. Nazarbayev to the people of Kazakhstan dated January 31, 2017 ‘The Third Modernization of Kazakhstan: Global Competitiveness’;
2016 activity report of the executive head of the Electricity and Coal Industry Committee;
Approval of the Work Plan of the Public Council on the matters of the fuel and energy sector and ecology;
Discussion of the matters related to preparation to the report of the Ministry of Energy of the PoK to the public council on the matters of the fuel and energy sector and ecology, which is planned to be held on May 17, 2017;
Inclusion of a candidate to the Public Council on the matters of the fuel and energy sector and ecology.
A report on the first agenda item was provided by the Minister of Energy of the RoK Mr. K. Bozumbayev. In his report Mr. Bozumbayev emphasized the necessity of ensuring implementation of the Third Modernization of Kazakhstan and creation of the new model of economic grows that will ensure global competitiveness of the country.
While running for the global leadership, Kazakhstan shall significantly advance standards of living of its population and qualitatively improve the most valuable item – its human capital assets. The key tasks are countrywide implementation of elements of the Fourth Industrial Revolution, such as automatization, robotic application, artificial intelligence, ‘big data’ exchange and others; twofold increase of non-resource export by 2025; ensuring implementation of the new Subsoil Code and relevant amendment of the tax legislation by the end of the year. By investing resources into the non-resource sector, the country will get more chances to get into the TOP-30 developed countries faster. Competition in the global structure is growing, it means that only with the help of oil it will be difficult to surpass others.
The Minister of Energy together with members of the public council discussed main directions of implementation of the Message. Some Members of the public council, in their turn, made their proposals, by a joint decision a protocol instruction for provision of all relevant suggestions to the secretariat of the public council was prepared.
The Association made some suggestions regarding the 3rd agenda item – the 2017 Work Plan of the Public Council. The actions suggested by the Association included:
Holding meetings with large operators regarding development of local content in the expansion projects of the Tengiz, Karachaganak, Kashagan deposits;
Holding a meeting with NC KazMunaiGas JSC regarding the implementation plans for the off-shore oil and gas projects at the Caspian sea;
Raising the point of the mechanism of development and development support of Kazakhstan companies within the Subsoil Code project;
Raising the point of establishment of electronic tender procedures (submission of technical and commercial proposals of suppliers, feedback) in the procurement procedures of the Karachaganak project;
Consideration of the Managerial Staff Nationalization Program in large oil and gas projects;
Meeting regarding allocation of the unspent funds of subsoil users for training under the programs/courses of attestation, re-qualification of the personnel of Kazakhstan oil service companies;
Raising of the point of development of an effective mechanism for managing and spending the subsoil users’ funds allocated for research and development;
Meeting regarding strengthening monitoring of the subsoil users’ procurements performed in the Register of Goods, Works and Services when carrying out subsoil use operations (Nadloc);
In addition, regarding the 4th agenda item on preparation to the report of the Ministry of Energy of the PoK to the public council, Member of the Presidium of the Association Mr. A. Kudaybergen suggested to perform this report in the form of a roundtable in order to enhance efficiency of the public council’s operation.
All participants of the meeting took notice of the suggestions of the Association, based on the results of the meeting minutes of the meeting with all relevant instructions was prepared. The Association continues working with the public council on the matters of the fuel and energy sector and ecology.
