The Union of Service Companies, together with TCO run the seminar for the construction service companies.

This seminar was devoted to the issue of potential construction works for the Future Growth Project by TCO. TCO was represented by the vice manager of the FGP, head of the FGP Contractual Department, the FGP construction managers and designers.

The Union of Service Companies was represented by the following companies: SITEK Caspian, Kazturboremont, Centrasia Contractors, Mekhstroyservice, Arystan Group, Logic Services, Avencom, Kaefer and Akpan.

These companies were included in the list of potential participants and obtained the useful information on the entry procedure.   


Within the period from August 12 to 16, the management of the Union of Service Companies of Kazakhstan arranged the series of meetings with the representatives of the Atyrau Region Akimat, TCO, Union members.

The meeting on the issues of the Memorandum of Understanding between the Republic of Kazakhstan and TCO on the TCO’s Future Growth Project (FGP), was held under chairmanship of Mr.A.Issekeshev, Vice Prime Minister of Kazakhstan, Minister of Industry and New Technologies of the RoK. The issues discussed also concerned the composition for the expert group on Kazakhstani content development for the TCO’s project implementation (FGP/WPS). The participants of the meeting included the heads of enterprises, management of the Ministry of Oil&Gas of the RoK, Ministry of Industry and New Technologies of the RoK, Ministry of Labor and Social Protection of the RoK, JSC National Agency on Local Content Development NADLoK, JSC NC KazMunaiGaz, TCO, KazEnegry Association, Union of the Machine Builders of Kazakhstan and the Union of Service Companies.

On the 31st of July 2013 there was a meeting on issues of the Future Growth Project of Tengizchevroil LLP (FGP TCO) under the chairmanship of the minister of industry and new technologies Mr. Issekeshev A.O.

The minister of oil and gas Mr. Karabalin U.S., deputy general director of Tengizchevroil LLP Mr. Dzhakiyev A., heads of a number of big domestic enterprises, represented by WKEC (West Kazakhstan Engineering Company ), PHEW (Petropavlovsk Heavy Engineering Works), Yersay, Belkamit, Kazakhstan Engineering Union and the Association of service companies of Kazakhstan took part in it.       

Within the framework of the meeting the issues of a maximum involvement of domestic enterprises into FGP and reflection of this fact in the memorandum, which will be signed by the Government of the RK and TCO, were under discussion.

The Association of service companies of Kazakhstan also voiced its attitude regarding this issue, having reflected all aspects and suggestions, which have been quite long worked at and discussed with TCO.  

Taking into consideration the importance of this measure in the light of a necessity to increase really the Kazakhstani content in this large-scale project, it is offered to discuss the text of the memorandum more in detail and put forward own proposals. 

The next meeting on this issue will be held on the 8th of August 2013, at which suggestions from domestic companies will be voiced.

On the 25th of July 2013 there was a meeting of operators, represented by KPO, TCO, NSOS, oil companies, service companies, as well as associations, represented by the management of Atameken Union, Kazakhstan Engineering Union and Association of service companies of Kazakhstan.   

This meeting was moderated by Lord Waverly, Adviser of the Chairman of the board of KazMunayGas JSC NC / Coordinator of Aktau declaration. 

Within the framework of this meeting the mechanism of interaction of domestic companies with operators, on the whole, and with TCO in particular, was discussed.   For example, the Association of service companies of Kazakhstan shared a successful outcome of negotiations, by the results of which domestic companies, including members of the Association, were included into the register of EPC-contractors.  

The key result of this meeting was the initiative to establish a consortium, which would include the Association of service companies of Kazakhstan, Kazakhstan Engineering Union and Atameken Union, which will jointly with Lord Waverly interact with operators and the sector on the issues of a maximum involvement of domestic companies into projects of operators.

Participants of the event were informed of projects in Kazakhstan, and the necessity of a local partner’s presence for a successful implementation of projects. Issues of licensing, personnel training and events, held by the Association, were raised as well. 


On June 28, 2013 the open day of Maersk company, which develops Dunga field, took place in Aktau. Heads of Maersk company informed of the expansion project of Dunga field, the budget of which amounts to more than 1 bln. USD.

The management of the Association spoke with suggestions of Maersk company about increase of transparency of tender procedures, establishment of a department for local content development, simplification of tender procedures, and other issues of concern of service suppliers and producers were raised. In July - August 2013 the same events are planned to be held in companies of Lukoil and CNPC group.

This event was held under the chairmanship of the President of KAZENERGY Social fund, the Chairman of the Coordination council Mr. Karabalin U.S. Participants were informed of the work done of the Coordination council for the period from November 9, 2012, of the expert group’s activity on encouraging and monitoring of new technologies and innovations in large oil and gas projects, approaches to unification of pre-qualification requirements and creation of a uniform structured base of Kazakhstan producers, proposals for further development of the Kazakhstan content were presented and discussed.

Since MK Engineering Company joined KazService, under its chairmanship the Committee for cooperation with South-East Asia countries was established, which assumes establishing and developing of relations with companies of this region. Taking into account a growing interest to Kazakhstan from South-East Asia countries, the Committee will consider issues on attraction of new partners and innovations from this region, creation of joint ventures and experience exchange.

Representatives of the Association participated in the 12th North Caspian Regional Atyrau Oil & Gas Exhibition as well as the 7th Atyrau Regional Petroleum Technology Conference OilTech Atyrau 2013. During 10 years of its history, the event has become a traditional meeting place for experts of the oil and gas industry not only from the Caspian region and Kazakhstan, but also from the global oil-and-gas community as well. Atyrau Oil & Gas Exhibition turned into the main business platform for industry professionals of the region. OilTech Atyrau Conference highlighted a rapid advance in economic development of the western Kazakhstan, mainly due to the oil and gas industry. Due to the Kashagan oilfield commissioned this year, Kazakhstan is close to double its oil output.

Organizer of the event was the Kazakhmys group of companies. Representatives of international and domestic manufacturers, governmental agencies, governmental and non-governmental development institutions, as well as large manufacturing companies attended the Forum, organized by the Kazakhmys Group.
