Future expansion project of TCO company

The Future Growth Project of TCO company is the largest expansion project in the oil and gas sector of Kazakhstan in the coming years. It is planned that a number of facilities will be constructed, in particular by a modular design.

The Association initiated the issues of increasing the Kazakhstan content through increase of Kazakhstan wharfs load, in particular such members of the Association, as Keppel Kazakhstan, KCOI and Ersai. In this respect, representatives of the Association took part at different meetings in the Ministry of oil and gas of the RK, Ministry of industry and new technologies of the RK and KazMunayGas NC JSC.

The Association of Service Companies of Kazakhstan has participated in the regular meeting of the Working Group for Local Content Development held in the building premises of the Kazakh Institute of Oil and Gas JSC. A draft Memorandum of Understanding between the Government of the Republic of Kazakhstan and the KazEnergy Association, as well as draft Code of Good Supplement Practices with regard to products and services related to the oil and gas production in the RK, were discussed during the meeting. In 2013, the Working Group will continue its work on these documents.  


The Finalists of Kazakhstan Stage of the Ernst & Young’s Entrepreneur of 2012 International Award Are Selected.

The Entrepreneur of the Year® Award is an international competition conducted by the Ernst & Young during 27 years, and is considered as the most prestigious and well-known award in the area of entrepreneurship. It is also called an "Oscar” in Business. The competition is held in more than 140 cities and more than 50 countries worldwide. The competition identifies and honours entrepreneurs, who have made the most significant contribution to the development of national and global economies. The finalists are selected at a meeting of the independent jury, held on 13 December 2012. Representatives of 18 local companies participated in the final stage, including Mr Bitim Kezbaev, Director General of the Kezbi company - the first domestic private drilling company and a member of the Association of Service Companies of Kazakhstan.

The Consolidated Contractor Company (CCC), Member of the Association of Service Companies of Kazakhstan, Opened a New Centre For Advanced Technology and Innovation with the Support of the Government of the RK

On 29 October 2012, the CCC’s top management met with Mr Serik Akhmetov, Prime Minister of the RK, to open a Centre for Advanced Technology and Innovation in collaboration with the Ministry of Industry and New Technologies of the RK and the JSC Samruk-Kazyna NWF.

The Centre shall be focused on technology exchange under the requirements of the technological priorities of the country. During the opening, Mr Hani Akkawi, Managing Director of the CCC, told to the Prime Minister that the CCC implements its activities in Kazakhstan since 1998 and provide the country with various construction areas. He also announced on the company's commitment to introduce and maintain world technologies, which are not yet available in Kazakhstan. In addition, Mr Bishimbaev, Deputy Chairman of the Samruk-Kazyna NWF JSC, said that “with support of the Centre, new technologies will lead to more efficient operations within our group of companies”.

The Centre will cover technologies ranging from energy efficiency, IT, new materials and biotechnology, as well as mobile and multimedia technologies. The Centre will act as an incubator by supporting and educating the companies working in Kazakhstan.

Mr Tuleushin, Vice-Minister of Industry and New Technologies of the RK: “This Centre will act as an accelerator of the innovative development of Kazakhstan. We are looking forward to cooperate with the CCC in this regard”.

The Centre will be managed by the CCC and the WhiteshieldPartners.

Nobel Conference

On 22-23 October 2012, Nobel Brothers’ International Research-Innovative Conference took place in Baku, Azerbaijan. The Conference was organized by the Baku Nobel Heritage Fund, the State Oil Company of Azerbaijani Republic (SOCAR) and the Azerbaijani -Scandinavian Cooperation Organization. An action team on a governmental level works for a long time in Azerbaijan to promote international scientific and historical study of the Nobels’ oil industry (1870-1920) in the history archives of many countries. This project is backed by the Nobel Family Society, the Stockholm Centre for Business History, the Nobel International Fraternity Fund, the National History Archive of Azerbaijan, etc. Kazakhstan was represented by Mr Zh.Kakishev, who reported on the Nobels’ activities in Kazakhstan, where they were engaged in exploration and production of oil. In Kazakhstan, a hospital and other social projects were built by Nobel brothers. Besides, they built a refinery for kerosene production and laid a pipeline from oilfield to the port, which had a moorage wall and a terminal to load cargo and then ship it to Iran. He also reported that Nobel brothers carried out oil exploration and production works in Kazakhstan at the old fields, where an oil-industry company called the Petroleum Production Partnership of Nobel Brothers (Branobel) operated in the beginning of the 20th century. During the conference, the Nobel's Family has sounded a proposal to open a Nobel Club as well as scientific and innovation centres in several universities of Kazakhstan (Nazarbayev University, Kazakh-British Technical University, Kazakh National Technical University named after K.Satpaev, Atyrau Institute of Oil and Gas, etc.) to explore heritage of the Nobels in Kazakhstan. It is expected that these centres will work jointly with the Nobel international scientific centres throughout the world. 


About KIOGE-2012 Conference and Exhibition

The Association of Service Companies of Kazakhstan assisted actively in the 20th Anniversary Kazakhstan International Oil & Gas Conference. Mr Zh.Kakishev, Chairman of the Board of the Association, participated in the Conference as a co-chairman of the Section on Increasing the Efficiency of Oil Exploration and Production in Kazakhstan. Under this section, issues were discussed related to the overview of hydrocarbons exploration and production in Kazakhstan, the latest geological investigations, and new technologies in geological exploration. In addition, the good practices and project development cases were presented. Speakers of this Section were: Mr B.Uzhkenov, Chairman of the Board of the JSC KazGeology; Mr B.Middleton, General Manager of the Production Operations of the LLP Tengizchevroil (Tengizchevroil’s Experience in Gas Injection); Mr M.Ayman, Caspian Region Wireline Marketing Manager of the Schlumberger Logelco Inc. (Use of the Wireline New Technology of Geophysical Study in Kazakhstan); Mr Xu Zhiqiang, Head of Exploration and Production Department of the CNPC Kazakhstan (Commercial oil and gas exploration in the Southern Torgay basin, and new hydrocarbon discoveries).

Besides, Mr Zh.Kakishev moderated activities of the Section on Local Content Development and Social Responsibility. In this Section, the emphasis was on a local content and its legal regulation, overview of technology transfer opportunities, and social responsibility in the industry. Speakers of this section were: Mr K.Bekturgenev, Chairman of the Board of the JSC NADLoC National Agency for Local Content Development (Local Content Regulations, monitoring and compliance in the RK); Lord Waverley, Advisor to the Chairman of the KazMunayGas NC JSC/Coordinator of the KazSupplyChain (On Strengthening of Kazakhstan's Professional Skills and Industrial Base); and Mr S.Tull, Resident Representative of the UN Development Programme.

Additionally, a presentation prepared by Mr A.Kudaybergen, Chairman of the Association of Service Companies of Kazakhstan, was delivered during the Conference, about the new opportunities for producers and servicing companies to take part in major oil and gas projects in Kazakhstan. This presentation was made within the frame of issues devoted to the trends in development of service market of Kazakhstan. The representatives of companies RenergyCO, Salans and EBRD speak to the delegates under this Section, as well.  


Signing a Memorandum with the Engineering Companies Association of Kazakhstan

On 2 October 2012, the Association of Service Companies of Kazakhstan signed a memorandum of cooperation with the Engineering Companies Association of Kazakhstan. That day, the Engineering Companies Association of Kazakhstan has celebrated its 10th anniversary. Within the frame of the signed memorandum, the parties intended to discuss conceptual approaches to resolution of the service market problems, to hold joint conferences, seminars and round-tables in order to support the service and engineering enterprises of Kazakhstan. This incomplete list of interactions will allow the parties to arrange a strategic partnership in providing informative and technical assistance to each other, which will positively affect the industry as a whole.  


The meeting with Malaysian Trade Mission Arranged by Malaysia External Trade Development Corporation (MATRADE).

On 1 October 2012, the Association of Service Companies of Kazakhstan met with representatives of the trade delegation of Malaysia, which included more than 15 companies. According to the leader of delegation, the Malaysian companies are interested in cooperation with Kazakhstan colleagues, and moreover, some of companies have already established JVs. At the KIOGE-2012 Oil & Gas Exhibition, these companies demonstrated their services and goods under the aegis of the MATRADE exhibition hall. Malaysian companies expressed interest to familiarize and cooperate with the members of the Association of Service Companies of Kazakhstan. Besides, the Malaysian side has offered to the Association of Service Companies of Kazakhstan to establish cooperation with the similar Association in Malaysia (MOGSE) in order to explore further opportunities for business cooperation between companies of Kazakhstan and Malaysia, as well as to strengthen mutual business contacts and establish joint enterprises in the oil and gas sector. Particularly, the Malaysian company of Pioneer Engineering Sdn Bhd already carried out business in Kazakhstan through a JV established with "Octane" company from Kazakhstan. 


Investment Forum Dedicated to Establishment of New Industries

On 24-26 September 2012, a major investment forum with more than 500 participants delegated from 35 countries was held in Aktau. The main subject of this Forum was establishment of new works in the oil and gas industry. Top managers of international and domestic oil companies, representatives of the authorities, the chambers of commerce and industry, and the trade Associations discussed the investment opportunities and business development problems. The Forum has become an important platform for employers of the major oil and gas projects. According to Mr Baurzhan Mukhamedzhanov, Akim of Mangistau Region, the Forum virtually covered all sectors represented by agriculture, tourism, engineering, energy and water supply. Lord Waverley, Adviser to the Chairman of the Board of the NC JSC KazMunayGas, announced that the Government of Kazakhstan has serious intentions to stimulate economic growth in the western part of the country, which will provide significant opportunities for the companies seeking to become partners in developing of the economy. Particular emphasis was placed on local content issues. According to Mr Magzum Mirzagaliev, Deputy Chairman of the NC JSC KazMunayGas, nowadays there are about 7-8 companies already interested in establishing of new productions in western Kazakhstan. The Forum’s participants visited the industrial projects and facilities in Mangistau Region, and the production spaces of Aktau seaport and special economic zone. Also memorandums were concluded on the best projects selected during the Forum. They include an industrial park in Zhanaozen, photovoltaic module manufacturing plant, production of oil-and-gas equipment and other projects, which will provide new jobs in the region.
